Importation is the act of bringing in goods from outside source or from a foreign country. Depending on the type of importation, you have to comply with the following documentary requirements:
 
REGULAR (Consumption)
  • Original Bill of Lading or Bank Guarantee
  • Commercial Invoice
  • Packing List
  • Container Guarantee (if FCL)
  • Department of Finance Exemption (if qualified)
  • Copy of the Import Entry Declaration (if under Letter of Credit)
  • Import Clearance from the concerned government agencies (if commodity is under regulated or restricted list)
 
PERSONAL EFFECTS
  • Original Bill of Lading
  • Detailed Packing List (with estimated value)
  • Original Passport of the importer or Authenticated passport by the Department of Finance
  • Container Guarantee (if FCL)
 
Attention: Returning residents or Balikbayans may avail of exemption from
the Department of Finance. Additional requirements as follows:
  • Letter of Request for Exemption
  • Affidavit of Ownership
  • Special Power of Attorney in favor of the Customs Broker
 
T/S OUTPORTS (for expatriates and/or foreign workers)
  • Letter of Request for exemption
  • Affidavit of ownership
  • Working Permit or Visa
  • Special Power of Attorney in favor of Customs Broker
  • Copy of Bill of Lading
  • Copy of Commercial Invoice
  • Copy of Packing List
  • Container Guarantee (if FCL)
 
SPECIAL PROCESSING ZONES

Clark
• Original Bill of Lading or Bank Guarantee
• Commercial Invoice
• Packing List
• Container Guarantee (if FCL)
• Import Permit issued by Clark Development Corporation
• Certificate of Importation

Importers under Duty Free Shops should submit the additional
requirements as follows:

• BFAD Certificate (for fresh food products)
• Certificate of Product Registration (for grocery items)

Subic
• Original Bill of Lading or Bank Guarantee
• Commercial Invoice
• Packing List
• Container Guarantee (if FCL)
• Import Permit issued by Subic Bay Metropolitan Authority
• Certificate of Importation

Importers under Duty Free Shops should submit the additional
requirements as follows:

• BFAD Certificate (for fresh food products)
• Certificate of Product Registration (for grocery items)

PEZA (Philippine Export Zone Authority)
• Original Bill of Lading or Bank Guarantee
• Commercial Invoice
• Packing List
• Container Guarantee (if FCL)
• Import Permit issued by PEZA
• Certificate of Importation
• Transhipment Guarantee
